The EUA Joint Masters Project report identifies a number of crucial issues related to quality arising from the sometimes weak anchoring of joint programmes within institutions. Indeed as the articulation of responsibilities within and between institutions can be problematic for joint programmes it becomes difficult for them to find a stable place in an emerging European system whose national components are in a state of flux and transition.
