Consequently higher education institutions (HEIs) in Albania Bosnia and Herzegovina and Kosovo had not been able to take full advantage of these activities. In order to fill this gap the project Empowering universities to fulfil their responsibility for quality assurance (EUREQA) co-funded by European Commission’s Tempus programme was launched in autumn 2012.

The aim of this capacity-building project has been to support participating institutions in developing their internal QA systems and thereby facilitating the enhancement of quality and the strengthening institutional quality cultures. This report presents the key conclusions drawn from the EUREQA project which build on many of the lessons learnt from previous EUA projects on quality assurance and quality culture.
