The framework breaks down the process of planning and communicating IQA measures in four steps. These steps help to reflect relevant procedural steps from defining a clear objective via methodological questions the definition of the relevant stakeholder groups their communities/networks and the way to contact them and communicate with them properly. Applying this framework thoroughly to all relevant IQA issues helps to optimize the “portfolio” of measures by prioritizing the objectives of an IQA unit.
