The quality of staff development in teaching is deeply connected to the quality of learning and the student experience.

This report from the European University Association’s 2025 Thematic Peer Group on ‘Ensuring the quality and impact of staff development in teaching’ analyses connections between staff development and the overall quality of learning and teaching, as well as the real and desired impact of staff development. In doing so, the report advocates for its integration in higher education institutions’ strategies and provides a perspective on how staff development can and should impact the institutional culture of teaching.

The findings are based on group discussions, exploration of institutional practices and qualitative student consultations conducted at the ten European universities that formed the group. The group also identified challenges – ranging from making (and taking) time for improving teaching to capacity building needed in teaching evaluation practices.  

The report explores how quality and impact are understood in staff development for learning and teaching and how it connects with the broader institutional context. Finally, the report provides recommendations and examples of practice to improve and amplify the quality and impact of staff development.
