The Brave New (and Smaller) World of Higher Education: A Transatlantic View

This essay emerged from the rich conversation of the Transatlantic Dialogue held in July 2001 at the Universit√© Laval in Quebec, Canada. The purpose of this meeting was to explore the forces shaping change in higher education in the United States (ACE), Canada (AUCC), and Europe (EUA); analyze how institutions and policy makers are responding; and assess the costs and benefits of these responses. This paper is the first in a series associated with a new ACE initiative, the Changing Enterprise Project, that seeks to chart and understand the new directions colleges and universities are pursuing to respond to increased competition and changing fiscal realities.
