DG EAC study on automatic mutual recognition (2018 Council Recommendation) - survey on the topic of automatic mutual recognition

DG EAC has commissioned a study to assess progress with the implementation of the 2018 Council Recommendation on automatic mutual recognition of education and training qualifications and the outcomes of learning periods abroad.


The study also aims to explore the feasibility of a European Recognition and Quality Assurance system, with a view to updating the 2006 Council Recommendation on further European cooperation on quality assurance in Higher Education.

As part of this evaluation, higher education institutions and students and graduates of upper secondary/tertiary education are invited to express their views and insights on the state of play of automatic mutual recognition as well as their experiences on the matter, by taking a survey.

The Council Recommendation on Automatic Mutual Recognition covers:

  • The recognition of a Higher Education qualification for the purpose of granting access to further studies in another Member State.
  • The recognition of an Upper Secondary Education and Training qualification for the purpose of granting access to further studies in another Member State.
  • The transfer of credits obtained during a temporary experience abroad while studying in a higher education programme.
  • The recognition of outcomes from a learning period in another Member State during upper secondary education and training.

The survey should take 5-10 minutes to complete and will close 10 June 2022.
