4th EUA Funding Forum

Frameworks that empower, universities that deliver

18 - 19 October 2018

The 2018 EUA Funding Forum will focus on discussion and exchange of experiences among university leaders and managers and policy-makers. Keep yourself updated about the latest trends in university funding and governance and enjoy a highly interactive event that will give you new insights and inspiration to take home. 

In the fourth edition of this biennial event, universities, public authorities and partners come together to exchange on the latest funding trends, opportunities and challenges of university funding.

This year’s Forum will both feature well-known popular formats and step up interaction among participants through a variety of new activities. Expert panels, in plenary, will frame the topics to introduce the discussion. Master classes will provide an up-to-date overview of most recent trends in higher education and research funding. In the Forum “expert rooms”, university leaders and managers and policy-makers will learn from peers. Participants will engage with each other in learning cafés and roundtables. The event, which philosophy can be summarised by “share and learn to grow and improve”, will focus on empowering institutions in financial and economic environments characterised by uncertainty and risk. Policy-makers will have the opportunity to explore reform mechanisms of interest. In a nutshell, the Forum will enrich the perspectives of both institutional leaders and policy-makers engaged in funding reforms and more broadly in change management.



It is a pleasure for Ramon Llull University (URL) and for me as its Rector to host the 4th EUA Funding Forum in October 2018 and to welcome higher education representatives and leading stakeholders from all over Europe.

Ramon Llull University is a comprehensive private not-for-profit university created in 1991 that comprises 11 higher education and research institutions with a long tradition and a prestigious reputation in our country. At the time of its creation, the founder institutions chose a governance model based on the principles of federation.

With more than 19.000 students and over 2.000 staff, URL prepares future professionals using a comprehensive learning and teaching approach in small working groups and a close relationship between students and professors. This methodology allows not only to train professionals but also to help students to grow personally. Our commitment is to provide an all-embracing education, rooted in our identity and our shared values.

Our university project, committed to first-order scientific research and its internationalisation, is nowadays consolidated and over the last years, and through a persistent way, it has positioned our University in a remarkable place in the Catalan and Spanish university system.

As we had the opportunity to see in the last editions of the Forum, and as we can constantly see through the work of the EUA Public Funding Observatory, the funding of higher education and research institutions is a key topic of debate. This is important not only among universities, but also among governments and among the societies they represent. Therefore, we believe that strong support should be given to inclusive platforms like the Funding Forum that give the opportunity to establish productive debates and to share experiences and best practices among peers.

I would also like to invite all participants to enjoy Barcelona and its architectural heritage, its culture and its traditions, as well as its human wealth. We are doing everything within our reach to make sure that you will have a pleasant stay in Barcelona.

Finally, and on behalf of the EUA and on behalf of my university, I invite you to take part in this new forum of debate on university funding. Your knowledge, your experience, and your opinion are necessary.

    Plenary session – Efficient university management & efficient frameworks

    The session will associate institutional and system-level views on what shapes today’s efficiency agenda in the higher education sector. The discussion will review enablers, challenges and lessons learnt from the USTREAM project, and the respective roles of the sector and public authorities. Panellists will explore new perspectives for enhancing efficiency in operational, governance and academic contexts of university management.

    Plenary session – An efficient funding landscape: Aligning funders’ practices?

    Simplification of the funding landscape for universities is a complex matter, in the national and European contexts. The panel will be an opportunity to have a dialogue with different types of funding organisations on the scope for impactful simplification and potential for channelling resources back to the completion of the universities’ core mission in higher education and research.

Registration information

A biennial event, the Funding Forum is a unique, inclusive platform open to all higher education funding stakeholders – university leaders and managers, researchers, students, public authorities, public and private funders and partners. Priority will be given to those who register early. We will not be able to accept additional registrations once the event has reached maximum capacity even if this occurs before the registration deadline.

The deadline to register at early bird fee is 10 September 2018.

The registration fee includes attendance at the Forum, lunches, coffee breaks, welcome reception, Forum dinner, event documentation.

Companions (spouse/partner only) must be registered in advance. The fee for companions only includes the welcome reception and Forum dinner.

Name badges are required for admission to this social event and will be available for collection at the registration desk. Participant and companion fees do not cover travel and accommodation expenses.


Please note that by filling in the registration form for an event you agree to full payment of registration fees. Your registration will be confirmed by email. Please wait for your confirmation before making any further arrangements. Deadline for registration is 1 October 2018.


Payment has to be made upon confirmation and prior to the event either by bank transfer or by credit card. The participant assumes full responsibility for paying all bank charges associated with the payment.

Please bring the payment confirmation with you to the conference for presentation at the registration desk.


If a cancellation is received on or before 19 September 2018, an administration charge of 30% of the registration fee remains due. Any refunds will be made after the conference. Participants who cancel after 19 September 2018 or fail to attend, will be liable to pay the entire registration fee.

Substitutes will be accepted at any time, provided that EUA is informed of the change. Cancellations or changes must be sent in writing to the EUA Events Team at the following email address: funding@eua.eu.


Neither EUA nor the Ramon Llull University will be liable for any losses, accidents or damage to persons or objects, regardless of the cause. Participants and companions attend the Forum and all related events at their own risk and responsibility.

Welcome reception on Wednesday 17 October, 19.00

On Wednesday 17 October a Welcome reception will be organised at the Rector’s Office of Ramon Llull University, open to all duly registered participants.

Forum dinner on Thursday 18 October, 20.00

The Forum dinner will be held on Thursday 18 October at Hotel Catalonia Barcelona Plaza, located in Plaça Espanya, one of the main touristic attractions in the city.

The evening will include a welcome drink on arrival, followed by a seated dinner. Delegates will be asked to confirm their attendance during the registration process.
